Cass County approves maintenance agreement to add/replace juvenile detention cell cameras

The Cass County Commission on Dec. 17, 2025, approved Resolution 25 1 27 authorizing a maintenance and certified maintenance agreement with P1 Construction LLC to install and replace security cameras in juvenile detention cells.

During discussion an attendee later identified by the chair as Judge Hal described recent incidents in which juveniles damaged the facility's fire suppression equipment and said that led officials to seek more comprehensive camera coverage. Judge Hal acknowledged privacy concerns, saying, "I didn't like the idea of them being on film using the bathroom facilities, frankly," and said the camera recording system has those areas blanked out.

The judge added that staff have charged juveniles with additional offenses and sought restitution in recent cases tied to the damage, and that incidents had decreased after those steps. The commission approved the resolution by a 3-0 vote.

The approved contract is with P1 Construction LLC; the transcript records the contractor name but does not include contract dollar amounts or start dates.
