Cass County approves several rezoning and plat applications, including Prairie Ridge Estates

The Cass County Commission considered three land-use items on Dec. 17, 2025 and approved them by unanimous votes.

Application 3169 (Kerr Fork Holdings LLC, submitted by Doug Roth) proposed splitting a ~28-acre parent tract into two parcels; planning staff (Valerie) said the planning board voted unanimously to recommend approval and no members of the public spoke for or against the application. The commission approved the rezoning.

Application 3170 (submitted by Doug Roth on behalf of Clear Fork Cooley) asked to split and rezone a ~32.93-acre parent tract into a 12.93-acre parcel with residential rural zoning and a remainder retaining agriculture; planning staff reported a 6-0 planning board recommendation and no public commenters, and the commission approved the application.

Application 3171 (final plat for Prairie Ridge Estates, submitted by Gerald Levteynk on behalf of Cleveland Land and Farm LLC) proposed dividing a ~76.65-acre tract into 10 lots with residential rural zoning. Valerie said the planning board recommended approval 6-0; one person spoke in favor and one person opposed on roads, traffic and hydrant requirements. A later letter from the fire district indicated hydrant requirements could be achieved and planning staff said the fire chief believed the issue can be resolved; the commission approved the final plat 3-0.

Planning staff noted the applications fit the area and that hydrant requirements would be resolved with the applicants and the fire district. The record includes addresses and applicants but does not list fees, bond amounts or dates for construction.
