City says FDOT should reimburse I‑95/Boynton Beach Boulevard interchange work; Johnson Davis low bidder

City staff told the Boynton Beach City Commission on Tuesday that the I‑95/Boynton Beach Boulevard interchange utility relocation and construction work should be fully reimbursable by the Florida Department of Transportation.

Procurement and project staff said they increased the city’s contract authority previously to $4 million and described a construction contract request totaling about $2.3 million and a separate design contract of roughly $1 million. Staff said the reimbursement agreement with FDOT could cover the entire cost — the figure mentioned in the meeting was approximately $44.3 million in total available reimbursement — and that Johnson Davis was the low bidder on the construction package at about $2.1 million, significantly lower than the next bidder.

Procurement staff said Johnson Davis’s lower bid was possible because the firm is already performing DOT stormwater work nearby and elected to pursue the job, producing a lower price than competitors. Commissioners greeted the update favorably and asked staff for an estimated completion date; staff suggested a target around 2027.

What’s next: staff will continue coordination with FDOT for reimbursement agreements and bring contract documents back to the commission for approval as procurement milestones are reached.
