Council accepts clean‑water grant, approves transfers and passes several committee recommendations

The Holyoke City Council on Dec. 16 took a series of mostly non‑controversial votes, accepting grants, approving transfers and receiving committee reports.

Key outcomes:

- Item 21: The council unanimously accepted a $250,000 Mass Clean Water Trust overflow and stormwater grant (no match) to design sewer separation improvements in the CSO‑7 drainage area near North Hampton Street.

- Items 22–24: The council approved technical transfers, including $7,712 from the TNC Rideshare Fund to OPED contracted services (Valley Bike administrative fees), $50,000 for firefighter R&M vehicles and supplies, and $19,449 to capital outlay motor vehicle. All passed by recorded voice or roll call as noted in the packet.

- Items 71–74: Four injured‑on‑duty transfer requests were adopted by unanimous roll call.

- Item 17: A special permit amendment for signage at 224 Westfield Road (Shamara’s/Shermerhorn's) passed its committee recommendation and a roll‑call vote to grant the amendment.

- Several items were referred for further review: three school roof appropriations (77–79) were sent to finance, multiple parking and traffic orders were referred to DPW or the Parking Advisory Committee, and retail marijuana transfer at 40 Lyman St. (Item 18) was tabled until the police chief reviews the security plan.
