Eaton County urges state to honor prior capital appropriations after committee clawback

The Eaton County Board of Commissioners on Dec. 17 adopted a resolution urging Michigan legislators to restore and honor previously approved capital appropriations after a House Appropriations Committee action removed certain work-project funding.

Commissioner Drosha introduced the resolution. Commissioner Toomey and other members sought to amend the resolution to list projects and a county-specific figure of $14,950,000 in cuts (naming impacts such as $5 million for the Eaton Rapids Medical Center, $700,000 for the Eaton County Fire Training Center, and other items). After extended debate and staff cautions that lists of cuts remained uncertain, the board held a roll-call vote on the amendment; the amendment failed. The original resolution—asking the state to follow original appropriations and work-project timing—then passed by voice vote.

Controller and staff said there is incomplete clarity from state offices about which projects will ultimately be cut, restored, or modified, and that some projects are administered as multi-year work projects. Commissioners voiced frustration about the process and urged staff to continue contacting state representatives. Commissioner Toomey said the county had been “robbed” of funding in the committee action; others warned against politicizing the resolution and recommended keeping the language narrowly focused on adherence to original appropriations.
