Council ratifies dispatchers' tentative CBA, adopts cybersecurity plan, approves inspection appropriation and reappointments

Council took several procedural and consent actions Dec. 11 following the Timber Ridge public hearing and other agenda items.

The council ratified a tentative collective bargaining agreement with the Greene Central Communications Operators Association (dispatchers). Staff reported the agreement would begin Dec. 21 and run through Dec. 16, 2028; council approved a resolution to ratify the CBA after learning the union had ratified the tentative agreement.

Council adopted a cybersecurity program required under ORC 9.64. City staff said most required practices are already in place and the resolution formalizes detection, incident response, repair and employee training procedures; the information technology director (Keith Padgett referenced by staff) will lead implementation to meet the statutory compliance deadline.

Council also approved an emergency appropriation request of $50,000 to pay NIC for permitting and building inspection services tied to record permit volume in December; staff said the appropriation is intended to pay December services invoiced in January.

Finally, council reappointed Austin Foust to the Civil Service Commission and Melody Anderson to the Planning & Zoning Commission, and voted to change the next regular meeting time to 6:00 p.m. on Dec. 22 to accommodate schedules and public participation.
