Town staff urge established food-pantry model over permanent 24/7 'food box' amid health and liability concerns

A community member proposed placing an always-accessible food box in town to address local needs after changes to SNAP benefits. Speakers said the idea was to allow residents to take items such as canned goods, pasta and bread and to replenish stocks for families in need.

Planning staff and commissioners expressed reservations about an unsupervised, permanent box. Staff raised concerns about food safety, potential spoilage and the town’s liability if someone were harmed by food obtained from the box. Police monitoring of any onsite camera system was also discussed, and staff cautioned that routine enforcement and continuous camera review would strain department resources.

Several commissioners suggested alternative approaches: partnering with established food pantries or operating organized distribution events (for example, a scheduled Saturday distribution) rather than leaving food available 24/7 in an unsupervised container. Speakers described existing outreach that supplies canned goods and nonperishables on a scheduled basis and noted that organized pantries can ensure food-safety oversight.

No formal action was taken; staff asked proponents to work with local service organizations and pursue options that include health oversight and volunteer coordination.
