Staff flags $150 million ADA remediation estimate; council debates scale and tradeoffs

Staff told council the ADA transition plan identified a significant backlog of accessibility issues across city facilities and rights‑of‑way. "The result of the ADA transition plan was, I wanna say, $150,000,000 across the entire city," Speaker 3 said, describing that the proposed $2,000,000/year line in the CIP is an initial effort to begin remediation.

Speaker 3 cautioned that if the U.S. Department of Justice were to intervene or require a settlement, the city could be required to accelerate work and "it doesn't matter how much it costs." The conversation framed ADA work as both a maintenance and civil‑rights compliance priority, and councilors pushed to ensure funds are targeted to areas with the highest need.

Staff said part of the first‑year effort is to shift funds and prioritize barrier removal in parks and to assess capacity needs for larger projects. They also noted that local planning and sequencing—coordination with sidewalk and repaving work—will be important in delivering projects efficiently.

No formal decision was made; staff will refine the ADA project list and capacity needs and return with further recommendations.
