Early in the meeting the board approved the consent agenda; later staff advised that consent agenda item 1.3 was not ready for approval. The commission rescinded its prior consent vote and then voted to approve consent items 1.1, 1.2 and 1.4–1.8, excluding item 1.3. The revised motion was recorded and passed 5–0.
Staff explained the state-level review on item 1.3 was still ongoing and therefore the item needed to be pulled. The chair and commissioners clarified procedure: because the prior consent vote had been recorded, they rescinded that vote and then moved and seconded a new motion approving the consent agenda minus item 1.3.
Separately, the chair announced regular-agenda item 3.4 (Boston Crossing) was deferred by the applicant. The meeting included no appointments that evening; staff noted clarification was pending for a BCA reappointment and that two Treatment and Recovery Center advisory-board openings are being folded into another group, so reminders would be removed.
Commissioners also used the miscellaneous portion of the meeting to ask staff about temporary short-term-rental rules for the incoming World Cup, Lawrence's housing needs study, and an effort to change the Eudora Library board from appointed to elected by passage of a state law.
