City staff presented contractor bids on Dec. 8 for two upcoming infrastructure efforts: a parking-lot repaving project adjacent to the building and a multi-mile sidewalk project planned for 2026.
Mr. Oakes described the parking-lot scope (repaving the lot east of the building, filling a former basement area, and paving adjacent alleys). He said the city received a single bid from Wallace Construction and reported the amount as approximately $190,286 in the packet (the transcript contains numeric artifacts). He said no exceptions were taken and staff will review the bid and present a recommendation at the next meeting.
Mr. Dunn summarized the sidewalk project for 2026—"taking bites out of the elephant"—noting it will be about 5-plus miles focused on southeast neighborhoods (from Walnut down to York and adjacent east‑west streets). Three bids were reported: Olco (Allco) at $3,082,464, E & B Paving at $2,171,355.75, and Wallace Construction at $1,219,580. Mr. Dunn recommended staff take the bids under advisement and return with a comparison at the next meeting.
No contract awards were made at the Dec. 8 meeting; staff said they will review all bids and bring back recommendations. The board acknowledged the large cost differences among bidders and asked staff to evaluate the proposals.
