Martinsville council approves salary, wheel tax and budget adjustments in brief session

Martinsville — In a largely procedural portion of Monday’s meeting the Martinsville Common Council approved several ordinances and routine business items.

The council approved Ordinance 2025‑1900, which sets salaries for certain appointed officials and employees; staff noted a later administrative amendment will adjust clerks’ pay retroactively if needed. After a brief presentation Mr. Meredith spoke to Ordinance 2025‑1905, an additional appropriation to cover salary shortfalls for fire and police and to address a timing issue with a park bond invoice; the council approved that measure. The council also adopted Ordinance 2025‑1906, described as a local wheel/excise surtax to reallocate a portion of revenue already collected at the county level to fund local roads within city limits.

Mr. Meredith presented Ordinance 2025‑1909 to pay off a Parkland bond a year early — officials said the park fund had about $350,000 and that early payoff would save roughly $2,000 — and the council approved the ordinance. The council approved the claims presented for payment.

The mayor announced the Dec. 22 meeting will be moved to Dec. 29 because of holiday schedules and reminded members to note 2026 meeting dates and the 2027 budget workshop (council agreed to favor a June 20 workshop date).
