Interim building official presents 'community‑first' code‑enforcement plan

Demetrius Maderos, interim chief building official, presented a strategic plan for Sedalia’s building department focused on life‑safety priorities, consistent and equitable code enforcement, customer service, expedited same‑day inspections and cross‑training between building inspectors and code enforcement officers.

Maderos said the department reduced an open caseload of over 390 files to under 100 active files through targeted, community‑focused interventions and described a 'community first' standard operating procedure that emphasizes extended cure periods before penalties, referral to local assistance programs and pre‑inspection outreach to resolve matters cooperatively. He proposed enhanced plan review workflows that prioritize life‑safety concerns, more in‑house ICC‑focused training for inspectors, routine shadowing and performance feedback and a public‑facing 'front porch conversation' program for community engagement.

Councilmembers recommended that code officers carry a list of available resources on first contact and that the department make assistance information available at the initial field visit; Maderos said such lists exist and are being included in violation letters and truck materials.

What’s next: Maderos will work with staff to operationalize same‑day inspections and community resource handouts and to refine SOPs for equitable enforcement.
