Lewisville swears in Mayor Billy Carter, honors outgoing council; Stacy Howard chosen mayor pro tem

Billy Carter was sworn in as mayor of the Town of Lewisville on Dec. 11, 2025, during a special council meeting that also honored outgoing officials and installed the newly elected council.

The ceremony included remarks and gratitude for the departing leaders and a proclamation recognizing the council's role in projects such as the Williams Road Gateway, Jackborn Park improvements and updates to the Unified Development Ordinance. Newly sworn Mayor Carter said the election that inspired his run showed the power of civic engagement and pledged to protect local voices, saying: "We work for you guys, and that's my first message for the town." The council presented plaques and public thanks to the outgoing mayor and members before administering oaths.

After the swearing-in, Carter nominated Stacy Howard as mayor pro tem. The council moved, seconded and approved the nomination by voice vote; Howard was then sworn into the role. Mayor Carter also presented appointments to regional and town committees, including the Winston-Salem Area Transportation Planning Organization delegate, a Piedmont Triad Regional Council (PTRC) delegate and members of a town special projects review committee; council voted to approve the mayor's committee slate by voice vote.

The meeting mixed ceremonial business with routine town items: staff recognized a Movember challenge winner, the police office reviewed November response statistics and the town manager outlined upcoming events including the Dec. 14 Louisville Christmas parade and holiday office closures. Town clerk Angie Lord announced a January council retreat and training opportunities for new members.

The meeting closed after a period for public comment and new-council remarks. The council adjourned following a recorded motion and second. The new council will begin its scheduled work with the mayor pro tem and committee assignments in place.
