Lewisville council reinstates 20-year Lewisville–Clemons annexation agreement

The Lewisville Town Council on Dec. 11 unanimously approved ordinance 2025-037 to reinstate the Lewisville–Clemons annexation agreement for a 20-year term.

Town staff explained the agreement updates a lapse since an original 2000 pact and shows the map of a mutually agreed boundary where each municipality agrees not to initiate voluntary annexations. Dr. Ken Sadler briefly reminded the council that North Carolina no longer allows involuntary annexation and said the town staff and council worked to protect Lewisville’s rights in the renewed voluntary arrangement. "Involuntary annexation in North Carolina is not permitted anymore," Sadler said, framing the agreement as a protective, negotiated boundary accord.

The public hearing for the ordinance drew no speakers; council member Tom Lawson moved to adopt the ordinance and a second was recorded in the transcript. The council approved the ordinance by unanimous voice vote. Town staff noted Clemons’s public hearing on its side of the agreement is scheduled for January.

The ordinance is recorded in the meeting materials as ordinance 2025-037. The council did not attach additional amendments or conditions in this session; staff will finalize documentation as required.
