Waco resident tells McLennan County court redistricting consultant is partisan

Cheryl Foster addressed the McLennan County Commissioners Court during the public‑comment portion of the Dec. 16 meeting, criticizing the county’s choice of a redistricting consultant and urging the court to remain nonpartisan.

Foster said she is a constituent of "Mr. Jones" and named the Public Interest Legal Foundation and several individuals associated with the group, saying the foundation’s leadership has ties to partisan organizations and media. She specifically referenced Jay Christian Adams, Ken Blackwell, David Norcross, Hans von Spakovsky and John Eastman, and cited litigation and national media affiliations as part of her objection to the firm’s involvement in county commissioner map redrawing.

Her remarks included an allegation about the consultants’ partisan intent: "If this redistricting was really about roads and bridges, you would not have had these to bring in these partisan hyper political shysters." No court member provided a substantive on‑record rebuttal; the court thanked Foster and moved on to the agenda.

The comment is on record but was not followed by debate or a staff response during the meeting. The court did not vote on the consultant’s contract at this sitting.
