Board committee flags special-education funding shortfall despite state budget increase

At the Dec. 2 reorganization meeting, the board’s committee on legislative affairs briefed members on the recently passed state budget and related education policy changes.

The committee reported the state budget included roughly a $100 million increase for basic education funding and about a $40 million increase for special education. Committee members warned that although the increases are welcome, the special-education boost “is woefully insufficient” given rising costs, noting that federal mandates have increased costs substantially over the past decade while state funding growth has lagged.

The committee also reviewed recent changes to the state’s approach to cyber charter funding. The board had previously supported a $10,000 cap on cyber charter payments; the budget did not adopt a flat cap but reduced the formulaic payments and introduced credits intended to lower district costs. Staff present estimated the savings to the Wilson School District at about $250,000; the speaker also noted that under a different funding outcome savings could have been as high as $1,000,000. Board members called for continued advocacy with state representatives to secure funding sufficient to meet special-education requirements, and said they will monitor implementation details and district-level impacts.
