Council to delegate subdivision‑plat approvals to Development Review Committee

Staff presented ordinance 2025007 to amend subdivision procedures so the Development Review Committee (DRC) — composed of technical staff and one Planning & Zoning member — would handle preliminary and final subdivision‑plat approvals. The amendments would remove Planning & Zoning and City Council from the approval workflow, require formal DRC decision letters in place of council resolutions, update signature blocks so the community development director can sign and attest, and modernize minor subdivision and land‑division procedures.

Staff said the changes reflect state law updates and industry practice because subdivision‑plat review is generally technical and nondiscretionary. The Planning & Zoning Commission unanimously recommended approval. Staff described the change as procedural rather than substantive and said improvement‑security release procedures will be administered by the DRC following final public‑works inspections and director recommendations.
