Commission holds decision on Nordic Valley 6‑lot form‑based rezone after residents raise water and notice concerns

The Weber County Commission heard a public hearing on a proposed rezoning in Nordic Valley on Dec. 9 but deferred a final decision for one week after residents raised questions about public notice, well capacity and septic feasibility.

Planner Charlie Ewart summarized the developer’s revised proposal: the applicant, Dan Mabey, reduced an earlier plan from 10 units to six single‑family lots under the form‑based zone and proposed a private street to provide access. Ewart said the property sits adjacent to form‑based zoning and that the Ogden Valley Planning Commission had recommended denial.

Residents said they were concerned about inadequate notice for some parcels and the lack of firm utility plans. Jeannie Bridal, who lives in Liberty Meadows, said a newly drilled 2,000‑foot well intended to serve Nordic Village “has not even started yet” and that adding one‑acre lots with septic could stress groundwater and neighboring domestic wells. Christopher Vosberg noted the application shows only two existing water hookups for the parcel and asked where additional hookups would come from.

Commissioners agreed to hear comments but to delay legislative action so the public and staff can gather more information. Commissioner Gage Frall said he would place the item on the next available agenda and that Commissioner Sharon Bolos (participating online) would manage that agenda next week. A motion to hold final action on agenda item H6 (the six‑lot Nordic proposal) passed by voice vote.

What happens next: The commission will hold the decision until the next meeting to allow additional information and possible revisions; the public hearing requirement has been satisfied for today but the commission may accept additional comment at its discretion when it reconvenes the item.
