Fruita Housing Authority budget includes $800,000 pledge for Oaks affordable redevelopment

Fruita — During a brief Fruita Housing Authority session Tuesday, staff presented and the commission approved the 2026 housing authority budget and a multiyear funding commitment tied to a local redevelopment project.

City manager Shannon Vossel told the commissioners the housing authority is budgeting payments totaling $800,000 over four years as part of an agreement with the Oaks redevelopment on the west side. In exchange for the payments, the developer agreed to restrict all units to 100% of area median income (AMI) until a sale or transfer. Vossel said one payment of $200,000 will be due once the development receives its certificate of occupancy, with other payments scheduled in subsequent years.

The housing authority budget also includes line items for routine legal expenses (about $55,000 carried annually) and developer reimbursements to offset some review costs. The commission voted to forward the recommended housing authority budget to the City Council for inclusion in the city’s annual budget process by roll call vote 6-0.

What happens next: the housing authority recommendation was included in the council’s budget adoption; staff will monitor milestone triggers such as certificate of occupancy before disbursing the scheduled payments.
