Alamosa adopts massage-business licensing ordinance with fingerprint background checks

The Alamosa City Council on Nov. 19 adopted Ordinance No. 24-2025 to establish local licensing requirements for massage facilities, including fingerprint-based background checks required by the state.

City staff said the ordinance implements provisions of House Bill 24-1371, which requires municipalities to have licensing in place for massage facilities by July 1, 2026 and to include fingerprint-based background checks as part of that licensing. Staff noted the state measure is aimed at addressing human trafficking.

Staff told the council Alamosa currently does not have massage facilities that would be subject to the requirement because the state law exempts sole proprietors (single masseuse operations). The ordinance prepares the city to license massage facilities if and when multi-staff establishments operate in Alamosa.

The council opened a public hearing on the ordinance; no members of the public provided comment either in person or via Zoom. Councilor Carson moved to pass Ordinance No. 24-2025 as presented; the motion was seconded and the council voted unanimously to adopt the ordinance.

The ordinance takes effect per the city’s usual ordinance schedule and ensures the city meets the July 1, 2026 deadline set by state law.
