Utica approves traffic-control order to add cross-traffic 'does not stop' signs at Cass and McClellan

City traffic staff presented a study at the Dec. 9 meeting showing that roughly 88% of crashes at the Cass and McClellan intersection were angle-type collisions. Staff recommended Traffic Control Order 25-02 to install signage that clarifies which approaches do not stop for cross traffic.

Council moved to approve the order; members praised the thoroughness of the data review and acknowledged the unexpectedly high traffic volumes (one councilmember referenced about 45,000 cars through an approach over a 13-day period). The deputy clerk took a roll-call vote and the motion carried with all councilmembers voting yes.

The change authorizes installation of the specified signs at the intersection; staff said they performed crash- and speed-data analysis and compared outcomes at a nearby intersection where similar signs had been installed.
