Commissioners praise thoughtful redesign at 48 Commerce Street but ask for dormer reproportioning and a stepped‑back bulkhead

Kyle O'Donnell, presenting for the design team on 48 Commerce Street, described a proposal to remove a poorly proportioned 4th‑floor addition and replace it with a pedimented dormer and a low, minimally visible bulkhead to enable modest roof access. The design team said the dormer massing was drawn to relate to the adjacent 46 Commerce Street while the roof pitch reflected nearby precedents; mockups and multiple sight‑line studies were presented to show visibility from Bedford and Spring Streets.

Committee members praised the depth of contextual research but raised several design questions. Multiple commissioners said the proposed dormer appeared too forward and suggested it be set back slightly and be slightly wider or reworked so that it reads as part of the building massing rather than a stage set. Several members urged breaking the large expanses of proposed copper cladding with seams or ribs to reduce scale and avoid a monolithic appearance, and they recommended that the bulkhead be stepped back and clad in a lighter tone so it does not read as a heavy black mass above the parapet. Neighbor Judy Kingman raised concerns about the bulkhead’s width and height and asked the team to consider moving mechanicals away from bedroom lot‑line windows; the design team said condenser units would be tucked to the south and that they had reduced the number of roof mechanicals from three to two.

The committee offered generally favorable comments about restoring the building’s front façade and preserving the unusual metal stoop and recommended the applicant return with revised dormer proportions, a stepped or set‑in bulkhead and refined copper detailing that breaks the scale of large planes.
