The Revere City Council on Dec. 15 approved the journal of its Dec. 1 meeting, placed several ceremonial recognitions on file and granted an emergency special permit for a seasonal sleigh and reindeer event.
At the start of the meeting the presiding officer called for approval of the Dec. 1 minutes; the motion carried after a voice vote ('So ordered'). The council also voted to place on file ceremonial certificates and communications reported out of committee under the council's rules of order.
One formal action approved an emergency special permit submitted on behalf of '1000 North Pole' to allow a one-night, not-for-profit delivery event using a sleigh and eight reindeer. The council read five conditions attached to the permit: single-sleigh passage by the Riviera (Revere) ES space; brief rooftop landings not to exceed five minutes per structure; exemption from standard parking rules for reindeer; no noise variance for sleigh bells after 10 p.m.; and a seasonal waiver of leash laws for reindeer. The presiding officer called for a vote and the permit was approved ('All in favor. All opposed. So ordered').
The minutes and ceremonial recognitions (including certificates of merit and commendation) were recorded as placed on file. The council did not record a roll-call vote for these approvals in the transcript; outcomes are reported per the meeting record.
