Kane County endorses about $2 million in HUD CDBG and HOME funding for affordable housing projects

Mark Van Kirkhoff told the committee that signed HUD funding agreements arrived for the 2025 program year for the county’s CDBG and HOME allocations, representing about $2,000,000 to address community needs and affordable housing. The resolution before the committee endorses the Kane County/City of Elgin HOME Consortium’s recommendations and includes projects funded from Kane County’s HOME and CDBG programs, Elgin’s CDBG program, and the St. Charles Housing Trust Fund, which the county administers.

Van Kirkhoff noted the program allows a mix of for‑profit and nonprofit developers and defended prior use of reputable for‑profit contractors (citing Splane and Sons) where municipalities and staff supported their performance on prior projects. As an example for the 2025 program year, he said the Splane and Sons award of $1.7 million will cover four single‑family homes across Elgin and St. Charles (two in each city) this cycle. After questions about geography and funding sources, the committee moved and approved the endorsement resolution.

Staff said they will provide photographs and updates on completed projects so the committee can see outcomes in Elgin and St. Charles.
