Chair flags possible state funding cuts, HB1312 on ICE reporting and thanks emergency responders after Carpentersville fire

The chair told the committee about a Dec. 2 news article raising concerns that state budget reductions could affect county allocations used for homelessness, shelters and food programs. He said he would confer with finance staff to assess potential local impacts and asked staff to begin preliminary work so the county can plan if state funding is reduced.

On immigration‑enforcement oversight, the chair said he learned that HB1312 — a bill governing reporting of ICE activity at locations such as schools, nonprofits and private parking lots — is expected to be signed soon; he asked the legislative committee to review the bill and return guidance on implementation. The chair emphasized the need to coordinate with municipalities, school districts and organizations to prepare a consistent local response and documentation process.

Separately, board members thanked emergency management, deputies and transportation crews for their response to a large snowstorm and to a severe fire in Carpentersville. The Carpentersville incident displaced 24 families; county staff and volunteers helped with donations and sheltering. The chair requested that anyone who can donate portable infant sleeping equipment ('pack‑and‑play' or similar) contact the county liaison so those items can be provided to families and Red Cross partners.
