Dhillon said the delay would allow time to clarify how notifications of resources should be delivered (for example, at lease signing versus at a notice to vacate) and to coordinate the ordinance with related outreach like Homeless Connect. Councilmembers who spoke in favor said the ordinance had received positive feedback from tenants and landlords in prior stakeholder sessions; the motion carried unanimously, 7‑0.

The council’s action was procedural (deferral) and did not adopt ordinance text; it sets a new final consideration date of Jan. 12, 2026. Staff indicated they will return with revised materials and stakeholder input ahead of the reconsideration.
