San Angelo to contract CSL International for $125,000 feasibility study on convention center/riverfront hotel options

The council unanimously approved hiring CSL International for a $125,000 feasibility study to evaluate options for growing San Angelo’s capacity to host conventions and mid‑size conferences. Parks Director Carl White said staff previously sought council direction to explore placing a venue tax on a ballot; that process is on hold, so staff recommended the study to assess market demand, potential financing options and whether expansion of the existing convention center or construction of a new downtown riverfront hotel/conference center would better serve the city.

White explained the trade‑offs: the convention-center expansion can accommodate an exhibit hall but sits slightly off downtown; a riverfront hotel/conference facility would be downtown but might lack a large exhibit hall. The study will examine market draw, room night impacts and public‑private partnership scenarios.

City staff said they issued a nationwide RFP, shortlisted two firms, interviewed them and recommended CSL International. Councilmembers discussed the need for a feasibility analysis to inform developers and potential public partners and emphasized the likely necessity of public‑private investment. The motion to award the contract carried 7‑0.

Next steps: staff will finalize the contract, the consultant will evaluate demand, recommended facility size and financing options, and council will use the findings to decide whether to advance a ballot measure or pursue public‑private development.
