Seneca supervisors debate hiring freeze and targeted payroll cuts ahead of 2026 budget vote

Supervisors in Seneca County spent an extended portion of committee time debating whether to adopt a wholesale hiring freeze for 2026 or to rely on the existing vacancy-review process to manage payroll costs. The discussion focused on balancing near-term savings with the risk of service delays and higher overtime costs.

Supporters of stricter limits said the county needs to reduce payroll to address the growing budget gap. One supervisor proposed, as an alternative to a blanket freeze, “we're not going to accept any create and fill positions from January 1 to June 30,” to buy time for a targeted review. Opponents cautioned that mandated services (public safety, social services, road maintenance) mean some positions must be filled and that cutting refills without departmental input could increase overtime and delay services.

Multiple speakers noted personnel costs and retirement are the largest drivers of the proposed increase in the 2026 budget; one member suggested setting an explicit payroll reduction target (for example, trimming $500,000 from payroll) rather than specifying an arbitrary number of positions to eliminate. Others said the existing multi-stage vacancy process (department, vacancy committee, full board) already provides three opportunities to question or deny refills.

Supervisors urged that any major changes be proposed and vetted in advance of the full-board vote scheduled for Dec. 9 so members and department heads have time to analyze impacts. Several asked for an earlier Ways & Means committee meeting so proposed cuts can be quantified and department heads can calculate downstream consequences. The committee did not adopt a hiring freeze at this meeting; the debate will continue before final budget adoption.
