County to assume O&M of two sewer districts; supervisors warn of rate impacts and unknown fund balances

Staff said they lacked populated budget lines for the districts and would return with clearer figures; members asked Seneca Falls to consider responding to the RFP and to provide its fund-balance accounting.

Given schedule constraints (contract needed by year-end), the committee voted to continue work and return to the full board in approximately two weeks with clearer financial details; the committee vote recorded at least one opposition. Members also flagged a related local decision: one district's board said it would not pay for recent extensive flushing until operational issues are resolved, a point staff said could affect rates.
