PCSD reports surge in charter interest, shows mixed report-card results and data system upgrades

Superintendent (presenter) told trustees the district received 32 nonbinding letters of intent to apply to the statewide authorizer this cycle, the most since 2020. Applications will be due Jan. 30, and staff expect a number of those groups to move forward to full applications.

On accountability, the superintendent reviewed the delayed 2025 school report cards released Nov. 3. He said PCSD schools show “improvements in terms of the overall report card ratings” but acknowledged persistent challenges in math, where PCSD performs below the state. The administration has deployed ClassLink and a set of state-required data tools and is conducting staff training to improve data quality and reporting ahead of annual reports due Dec. 31.

Deputy chiefs described targeted supports: data-team visits to schools, a goals-training program led by Dr. Kelly Pugh, and collaborative projects to archive and digitize student records. Trustees asked whether unsatisfactory-rated schools were repeat cases; staff said the unsatisfactory set included both repeat and newly downgraded schools and that none were in a third consecutive unsatisfactory year.

The superintendent said the district has posted a new director-of-charter-performance job and will continue monitoring school performance and data quality as application season proceeds.
