The Middleton Planning & Zoning Commission recommended that city council approve an amendment to the Waterford Subdivision preliminary plat that would move planned improvements to the Circle Drain and Middleton Mill Ditch from Phase 4 into Phase 5.
Stephanie Hawkins of KEM Engineering, representing the developer Hubbell/Couple Homes, told the commission the change is primarily a timing issue: phase 3 is nearly complete, phase 4 construction plans are under review, and coordination with the Middleton Mill (and its representative) calls for off‑season construction to install drainage infrastructure. She said the target for the off‑season work is October 2026.
Commissioners asked technical questions about irrigation versus drainage and whether Duff Lane roadway work would be finished. City engineer Amy Woodgrove said roadway improvements were roughly 95% complete and staff expects final walk‑throughs soon. No members of the public signed up to comment on this item.
Commissioner Gregory moved to recommend approval to city council; Commissioner Gibson seconded. The commission approved the recommendation by voice vote and closed the public hearing on the Waterford phasing amendment. The recommendation will be included in the council packet for final action.
