The Kingsburg City Council voted Dec. 3 to adopt the environmental determination and to affirm the Planning Commission’s approval of a planned‑unit development for 44 single‑family residential lots (PUD 2025‑01).
Community Development Director Holly Owen summarized the PUD and the CEQA circulation; staff said the project largely mirrors a previously approved map and that the applicant completed site plan review submittals and environmental circulation. The item proceeded with a short public comment period and a presentation from the applicant, who described semi‑custom single‑story homes, alley‑loaded lot options and a small internal green space.
Council voted to adopt Resolution 2025‑566, approving the initial study, mitigated negative declaration and mitigation monitoring program for the project’s environmental document, and then adopted Resolution 2025‑567 affirming the Planning Commission’s approval of PUD 2025‑01. Both motions passed on voice votes. Council directed staff to continue engineering review, plan check and negotiation of a development agreement; final map recordation and any required annexations into a Community Facilities District would follow those steps.
The developer said the project follows North Kingsburg Specific Plan standards and that retained engineering from a prior map reduced some processing time. Council members expressed general support for the infill product and alley‑loaded designs, subject to standard engineering and final map conditions.
Next steps include final map approval, development agreement and CFD annexation steps (as applicable), plan checks and building permits; construction would follow those approvals.
