Commissioners authorize HOME‑ARP and CDBG amendments to reallocate roughly $800,000 for housing and homelessness programs

At the Nov. 25 meeting the Franklin County Board of Commissioners authorized action allowing the county administrator to approve and adopt substantial amendments to HOME‑ARP and CDBG annual action plans for 2019 through 2025.

Rochelle Pride, chief of economic innovation and development, told the board the amendments will let the county adjust planned activities to actual expenditures and move funds into eligible projects covering transitional housing, down‑payment assistance, tenant‑based rental assistance and youth homelessness prevention. Pride said the HOME‑ARP reallocation amount is "up to about $800,000" available across program years and offered to provide an exact, up‑to‑date breakdown to the commissioners after the meeting.

A commissioner asked when the 2026 action plan is due; Pride said the plan must be submitted by August 2026. The board adopted Resolution 87225 to authorize the administrator to finalize the amendments after the public hearing and comment period that staff had already held.

Staff noted the reprogramming follows federal rules for HOME and CDBG spending and that some CDBG funds may be used for public services up to the allowable percentage. The action is intended to accelerate spending on housing and homelessness priorities already identified in the county’s planning documents.
