Macomb Community Action budget reduced by $5.57 million after HOME-ARP projection adjustment

Macomb County's Health and Human Services Committee voted to forward a $5,568,600 budget reduction affecting Macomb Community Action’s HOME-ARP (HOME American Rescue Plan) account to the full board, a change county staff said corrects an earlier multi-year revenue projection.

Ed, representing Macomb Community Action, told the committee that when the county built the budget it had included a full five-year performance amount as revenue; because HOME-ARP funds are drawn down by reimbursement, the actual 2025 projected revenue is $426,000 rather than the $6 million previously listed. "So these are monies that we draw down through reimbursement," he said, and added the reduction aligns budgeted revenue to expected timing and administrative realities.

Ed said HOME-ARP funds remain available through 2030 and that the agency plans to spend roughly $1.4 million per year on homelessness prevention, rental assistance and related housing supports. He said timing and administrative delays affected the 2025 drawdown estimate.

Committee members asked about intended uses and timing; Ed confirmed the funding is earmarked for housing-related supports and that the reduction was an accounting alignment rather than an immediate program cut. The committee approved the amendment by voice vote (13–0).
