Dr. Antoine Perry, the district’s policy manager, presented Policy 2020 to the Howard County Board of Education on Dec. 4. The proposed policy formalizes a two‑reading structure (first reading, comment period, second reading) and calls for a policy analysis to accompany drafts so the board can assess budgetary impacts, comparative practices and implementation resources.
Perry told the board the policy committee and policy office aim to shorten a typical nine‑month policy cycle toward a three‑to‑four‑month timeline by front‑loading analysis and scheduling comment periods efficiently. A proposed 30‑day public comment period was discussed; Perry said the office will refine timeframes and procedures during the committee process and noted a public hearing scheduled for Jan. 15 and planned board action on Feb. 12.
Board members asked about artificial intelligence policy development and how student and community input would be captured; Perry and Caroline Walker (chief equity and innovation officer) said the district has an AI work group with prior meetings and that staff will continue to compile expertise and state guidance. Several members emphasized the need for student representation and a clear process for board members who are not on the policy committee to ensure their voices are considered.
Separately, the board approved a modified Policy 80‑20 (grading and reporting at middle and high school levels) after discussion about implementation and students on non‑diploma tracks; the motion to approve passed unanimously with the modification made effective immediately.
