Parole board denies Joseph Benson Smith after law‑enforcement and family opposition

The Louisiana Committee on Parole denied parole Dec. 9 to Joseph Benson Smith, DOC 412040, following testimony from law‑enforcement prosecutors and family members who strongly opposed his release.

Chairman Danny Barra read Smith’s record into the public file, including an aggregate sentence imposed in 1999 after a plea and notes that his parole eligibility had passed. Facility staff told the panel Smith has a long institutional incarceration history with many write‑ups earlier in his term but described program participation.

Assistant District Attorney Jimbo Yocum, appearing on behalf of the elected district attorney who handled the original prosecution, told the panel that the facts of the case were “disturbing,” described the actions in detail and urged the board to deny parole and stand by the original sentence delivered by the court. Family members of the victim, including a niece and the victim’s son, delivered emotional statements describing the harm to the family and urging the board to protect public safety.

Panel members reviewed the file and heard from Smith, who acknowledged the offenses and said he had received mental‑health care in the past. After executive session the panel cast votes to deny parole, citing the seriousness of the underlying offense, strong law‑enforcement opposition and impact on the victim’s family. The board recorded the denial and closed the hearing.

The board recommended continued participation in available institutional programs and required completion of certain courses before future consideration, per the panel’s announcement.
