Greer council reviews 2026 paving lists; Spartanburg's penny tax accelerated multiple years of work

City staff presented the proposed 2026 paving program and answered council questions about prioritization, pavement condition index (PCI) scores and funding split between the city and Greenville/Spartanburg jurisdictions.

Mr. Grant said the Greenville-side paving budget is estimated just over $906,000 to mill and overlay about 1.3 miles of streets; the tan column in the packet shows PCI scores used to prioritize streets below the benchmark (typically PCI < 50). He told council Spartanburg County implemented a penny tax that allocated Greer $500,000 in 2025 and an initial $558,000 in 2027; county contract work paved multi-year lists in 2025 after funding and some contracts came in under budget.

Council members raised localized concerns: one resident councillor described a spring undermining the upper portion of a listed street and asked staff to inspect; others questioned why some cul-de-sacs and neighborhood streets would not appear on the list and asked staff to present preservation plans coming in spring 2026. Mr. Grant said preservation and crack-filling projects will be brought forward in Jan/Feb 2026 and staff will provide PCI scores for specific streets on request.

Council approved receiving the paving list and asked staff to provide additional neighborhood-level detail prior to final bid actions.
