Delaware County awards Norris Run watershed drainage contract to B and K Lerner Excavating

The Delaware County Board of Commissioners on a unanimous vote approved an 18-month contract with B and K Lerner Excavating LLC to carry out drainage and subsurface work in the Norris Run watershed near the Radnor Road and Tri‑Road intersection.

Lee Bodnar of the county engineer’s office told commissioners the project, which affects Marlboro, Troy and Radnor townships, is intended to improve surface and subsurface drainage; four bids were received. Brett Bacon, deputy administrator with the Soil and Water Conservation District, said the engineer’s estimate was in the roughly $1,400,000 range and the apparent low bid was just under $1,200,000, which he described as favorable compared with recent higher bids.

“This project is scheduled to start very soon, provided it’s approved, and be completed by 2027,” Bodnar said, recommending the board approve the award.

Commissioner Barb Lewis, President of the Board, and Commissioners Jeff Benton and Gary Merrill voted Aye. No commissioner voiced objections during discussion.

The project is expected to address chronic drainage issues in the watershed; the contract notice and specific start date will follow usual county procurement processes. The board also recorded routine thanks to staff and contractors for work preparing for winter conditions.
