The Environment & Education Committee voted to forward Resolution 20250346, authorizing a one-year contract with Child Care Resource Center of Cuyahoga County (dba Starting Point) not to exceed $1,095,106 to manage and administer the family child care home professional development system.
Invest in Children staff said the program, established over 25 years ago, provides training and technical assistance to help home-based providers obtain licensing and improve quality ratings. Presenters said the county's investment supports a mixed delivery system and helps maintain affordable, smaller-group care that benefits some children and families.
Staff and committee members discussed credentialing requirements, the state's revised rating system (bronze/silver/gold), workforce pressures and the risk that higher credential expectations can push providers out of the system if reimbursement and supports do not align. The committee voted to forward the resolution with a recommendation of passage and expressed support for sustaining family-based care.
