"I urge you to be able to put a cap on the resale of 3% or look at something, get creative, because it's taking money out of our pockets," said a mobile-home resident during public comment. Riverside City Council member Clorces Cervantes told the council she commended the effort and said it will “have a huge impact to keep people housed here in the city of Corona and beyond.”
Supporters and longtime residents said the ordinance responds to years of instability for seniors and lower-income residents. One speaker who identified herself as having lived in Corona for 44 years thanked the council and became emotional describing earlier public testimony in support of stabilization. Speakers requested transparency in billing and expressed interest in monthly itemized statements for pass-through charges.
