Adam provided a multi-component update on the planned decommissioning of the LAS facility, describing two primary elements: Contract 2 (upgrading the Oconee Veterans Park pump station so it can temporarily receive LES flows and convey them to Barber Creek Sewer Collector) and on‑site demolition of the LAS treatment ponds and above-grade facilities.
He outlined technical tasks including reusing an existing wet well, installation of new force main piping, repurposing inactive reuse-water piping in Parkside, dewatering and removal of biological solids and pond liners, demolition of structures and process piping (6-inch diameter or greater), removal of mechanical equipment and breaching ponds to prevent ponding during grading. Adam said a temporary pump station will divert existing flows until the new facilities and Daniels Bridge Pump Station Phase 1 are completed.
Schedule and approvals: Adam recommended the board discuss and consider approval of Contract 2 at the Dec. 2, 2025 BSE meeting with a planned vote that day, and to consider the on-site demolition at the Jan. 6, 2026 POC meeting.
