New London council sworn in; John Satti elected council president, Jeffrey Hart named president pro tem

Newly elected New London city councilors were sworn into office during an organizational meeting on Dec. 1, and the council completed its internal leadership elections and committee assignments.

Efrain Dominguez nominated John Satti for council president; the nomination was seconded and, after the nominations were closed by voice vote, the council approved Satti as president. Jeffrey Hart was later nominated and confirmed as president pro tem and was administered the oath of office.

The council also appointed Jennifer Starks as council secretary by motion and voice vote. Councilor Efrain Dominguez moved to table adoption of the council rules of procedure until the recessed meeting scheduled for Dec. 2, 2025; that motion was seconded and approved. Before adjourning, the council announced committee chairs, member assignments and liaison duties across administration, economic development, education, finance and public safety committees.

The meeting recessed to reconvene on Dec. 2 at 7 p.m.; council members also invited attendees to a post-meeting fellowship at Little Galapagos on Broad Street and reminded the public of local road closures near the venue.
