The council approved the final plat for Phase 3 of the University Park subdivision (file PS 20-0003) after staff confirmed that infrastructure obligations tied to the preliminary plat and development agreement have been satisfied.
City planner Bill Dean summarized the history: the preliminary plat and development agreement were approved Dec. 2, 2020, and the current final-plat review required checking that public infrastructure matched conditions of approval. Public works confirmed a final walk-through and described minor punchlist items—adjusted water meters and two manholes—typical warranty work that will be covered by a performance/warranty bond and holdback.
"We did a final walk through…there are minor cleanup items…we'll come back with a warranty bond and 20% of the improvements," a public works representative said, explaining staff’s checklist and the mechanism to ensure completion prior to certificates of occupancy.
Councilors acknowledged the project’s controversial path through planning but voted to approve the final plat because the developer met conditions. The vote was recorded by roll-call and the motion passed.
