El Segundo council adopts 2025 California building and fire codes with local amendments

El Segundo — The City Council on Dec. 3 completed the second reading and adopted ordinances to bring local rules into alignment with the 2025 California Building Standards and the 2025 California Fire Code, including certain local amendments and companion resolutions documenting distinct local climatic, geological or topographical findings.

City staff opened the public hearing, confirmed timely notice and said no written communications had been received for the hearing. Director Allen summarized the triannual code adoption package and noted that several local provisions that had been carried in past years were being stricken due to redundancy.

After a brief period for public input (none was offered), the council moved to adopt the ordinances and resolutions. The changes cover the California residential, electrical, mechanical and plumbing codes, energy and historical building standards, as well as the international swimming pool and spa code and an updated local property maintenance code. The council also adopted companion resolutions making express local findings for both the building and fire codes.

What happens next: the ordinances take effect as provided in state law and the amended municipal code will reflect the adopted standards. City staff said the package includes routine carryover amendments such as local fee and appeal processes and removes duplicative local provisions where state or other codes now govern.
