The Lancaster ISD Board of Trustees voted to adopt updated board operating procedures after a debate over new language on travel documentation and district-supported town halls.
Trustee Todd Jones moved to approve the updated procedures and Mr. Smith seconded; the motion carried with six votes in favor and one opposed. The new operating procedures were described as a control document to be reviewed annually and to include guidance on trustee travel and the documentation required for reimbursement.
A notable change in the language addresses town halls: trustees may hold one district-supported town hall per year that the district will support on district facilities; additional town halls may be held but would not receive district support. The new wording also distinguishes between trustee-hosted town halls and candidate forums involving all candidates for a seat.
Several trustees voiced concerns about the change. Trustee Morris said she had concerns about having her town-hall meetings labeled as not district-supported; others said the provision was intended to ration staff resources while preserving trustees’ ability to engage constituents.
The board discussed whether further updates to formal board policy were needed to reflect the operating procedures, especially around travel and whether carrying firearms in district vehicles should be expressly addressed; legal counsel and trustees said the rules are evolving and recommended additional conversation.
Board Secretary read the vote for the record; the procedures will be the board’s official operating manual until its next scheduled review.
