Council members and staff said the changes are largely cleanup edits made after reviewing public comments from the initial 45‑day comment period. Council member (speaker 3) told the council that staff and members had incorporated revisions based on comments and that staff could answer any specific questions.
A remote public commenter, Dara Sherr, told the council, “I support the new changes, and thank you.” After brief procedural discussion about whether the next notice represented a first or second 15‑day period, Council member Allude moved to adopt the text and repost it for a 15‑day comment period; Council member Lenski seconded. A roll call vote recorded Council member Hong, Council member Allude, Chair Sandoval and Council member Walensky voting aye; the motion carried.
The council authorized department staff to submit the reposted text to the Office of Administrative Law and to make any non‑substantial changes required by that office. The action continues the administrative rulemaking process so the department can solicit further public feedback before finalizing the regulation.
