Staff reported that the recent bid opening for the Branch Connection renovation returned a single bid that exceeded the project budget and raised concerns because the bidder’s contractor had unfavorable reviews. Speaker 5 said staff will rebid the project and re-open procurement.
"We only got 1 bid, and it was over budget," Speaker 5 said. "...we're going out to re—we're rebidding." The next bid opening was scheduled for Nov. 16, according to staff remarks.
Staff told the board the project is funded in part with American Rescue Plan Act (ARPA) dollars and therefore must be under contract by Dec. 31. "Because we're using ARPA funds for this project, we have to have it under contract by December 31st," Speaker 5 said. Staff said their plan is to select a contractor from the mid‑November bids and present the contract to the city council in December for approval so work can begin.
No firm contract award was recorded at the meeting; staff warned the timeline is compressed and said they will rebid to seek additional, qualified bids.
