The Farmers Branch Historical Preservation and Restoration Board voted to nominate Frances Glancy as its 2023 living historian award recipient after members described her decades of local preservation work and school outreach.
Speaker 2 moved to nominate Frances Glancy and Speaker 4 seconded; the motion passed by voice vote. Board members cited Glancy's role as an original park board member, her work with Texas historic authorities to produce the locally used third-grade history book Once Upon a Time in Farmers Branch, and her decades-long contribution to programs and costume stewardship. Speaker 2 said Glancy had been hesitant to apply because of health concerns and described arranging a reception and school involvement for the February presentation to city council.
Speaker 4 said the award is ceremonial and will be presented by the mayor at a February council meeting. The board discussed logistical plans for a small reception and possible student participation from local gifted-and-talented classrooms. Following board approval, staff will prepare the nomination packet and forward the name for placement on the city council ceremonial agenda.
Next steps: staff will submit the board's nomination to city council; the mayor is expected to read the citation and present the plaque in February.
