Chair Haley Williamson said she appreciated staff's recommendation but was not ready to find no probable cause and moved to set the entire docket for further proceedings without parameters to allow more legal exploration. Commissioner Brown said the staff disposition seemed disjointed and supported further review. Commissioner Cordova said she also supported the motion, noting staff had not accessed all needed information and that clearer procedures are required for how NV Energy handles such complaints.
The commissioners discussed the need to clarify whether remedies sought were civil damages or bill credits and asked staff to gather additional information. The motion was seconded and the commission voted in favor, formally placing Item 4B on the calendar for additional proceedings.
The action preserves the commission's ability to explore damages and other remedies and directs staff to pursue additional fact and legal development before returning to the commission for final disposition.
