Consent agenda: The council approved the consent agenda, enacting routine items without separate discussion and recording a 6‑0 vote.
Solid‑waste franchise amendment: Following staff presentations on an amendment to the franchise agreement, the council approved an ordinance to adopt the second amendment to the solid waste collection, disposal and recyclable material collection and processing agreement and the first amendment to related agreements. The change will transition the Castle Hills area to the same Republic Services franchise used in legacy Lewisville; staff said the change requires two readings and will become effective no earlier than April 3, 2024. The motion to approve passed 6‑0.
Republic Services rate acknowledgment and fee schedule amendment: The council acknowledged Republic Services’ 2024 cost‑of‑service calculation. Staff noted the regional garbage index rose 7.72% but contract caps limit adjustments; the adopted increase will be 2.4% effective Feb. 1, 2024. A councilmember praised staff negotiation; the council adopted the resolution and fee ordinance unanimously.
Hedrick House fee schedule: Council approved an ordinance amending the city fee schedule for Hedrick House rentals after renovations and the appointment of a management company. Council discussed charitable or nonprofit fee waivers and confirmed waivers have been limited and typically tied to volunteer support or staffing tradeoffs. The ordinance passed 6‑0.
